I had somewhat mixed feelings about it, myself… The plot had issues, and I didn’t really think it quite lived up to the immensely high expectations set by the first two parts. But I can forgive a hell of a lot just for that one scene. Oh, yes.
I gotta say, though… I’m not sure Torchwood can handle having a genuinely competent character. 😉
